Frederic asks whether lottery winners anticipate the numbers or somehow cause them to be drawn.

The Wonders answer neither: the numbers are chosen by the person, and luck, or more precisely randomness, does occur in this universe.

All circumstances come together to bring those numbers about; they are not controlled by the individual, though someone fairly psychic may sometimes choose with a degree of precognition, which does not work reliably, otherwise they would win all the time.

They suggest calling it randomness rather than luck as being more in line with his logical mind.
